The action being tested is the screening and determination of risk at a facility. In a RCRA Facility Assessment, regulators review records, map waste management units, and inspect the site to decide whether there is a potential threat to human health or the environment. This determination guides what happens next: if no threat is found, minor or no further action is needed; if a potential threat or releases are identified, the process moves on to a more detailed investigation and possible interim measures.

While identifying and evaluating solid waste management units and noting other areas of concern can be part of the assessment, the primary purpose is to judge whether a threat exists. The need for further investigation or interim measures is a consequence of the threat determination, not the initial action of the assessment itself.
